In order to run Max Payne 2, your PC must meet or exceed the following requirements[1]:
- Windows 98/ME/2000/XP
- Processor: 1GHz Pentium 3/Athlon or 1.2Ghz Celeron/Duron
- 256 MiB of RAM
- 1.5 GiB free hard drive space
- AGP graphics card with hardware transform & lighting (T&L) support and 32 MiB of VRAM
- DirectX 9.0
- Keyboard and mouse
- CD/DVD ROM drive

Start the game with maxpayne2.exe -developer, then press ~ to open the console. To do this you right click on your shortcut (which is usually on your desktop) and add -developer after the target line, here's an _example_: "C:/Games/Max Payne 2/MaxPayne2.exe" -developer. Then there shouldn't be any problems bringing up the console during gameplay.
